Abstract

Adapting to sea-level rise and other climate impacts requires cooperation among interdependent actors at multiple levels of geographic scale. Such cooperation evolves in the context of polycentric governance arrangements featuring many different policy forums where climate adaptation decisions are made. Based on nearly a decade of empirical policy research, this seminar summarizes some of the main barriers to climate adaptation and cooperation in the context of sea-level rise in the San Francisco Bay Area. 聽Polycentric governance and barriers to cooperation are faced in all climate adaptation contexts, and for issues beyond sea-level rise.
